Definition & Essential Functions Benefits Supplemental QuestionsUPON SUCCESSFUL COMPLETION OF TRAINING PERIOD, PAY RATE WILL INCREASE TO DISPATCH I HOURLY RATE - $18.38Job Summary & Essential Functions:Essential job functions include, but are not limited to the tasks, responsibilities, skills and abilities that are listed in the job description. This is not a comprehensive listing of all functions and tasks performed. Individuals may perform other duties as assigned needed to support the assigned functional area.Under general supervision, answers emergency 911 and non-emergency telephone calls, determines nature and urgency of call and dispatches appropriate personnel and equipment. This position is required to work on a rotating shift schedule (day, mid-shift and nights) covering 24/7 operation which will include working holidays and weekends.Tasks:* Answers emergency and non-emergency phone lines, determines the nature and urgency of the call, obtains the necessary information and details regarding requests; refers to appropriate agency or dispatches appropriate police, fire, and medical personnel and equipment; records time and nature of call as well as time and nature of response; directs concerns or calls for service to proper channels, including other law enforcement agencies to confirm or locate stolen vehicles, missing or wanted persons; continually evaluate pending and new calls for service to assure they are being assigned in order of priority; performs registration and driver's license checks.* Determines appropriate response necessary based upon questioning of the caller; maintains status and location of law enforcement and fire personnel; handles lobby traffic during non-business hours and in instances where the caller is at the station; performs monthly warrant updates and validations; responds to public requests for general information; answers TDD calls and tests daily; maintains a variety of logs relating to public safety, including radio logs, tow company request, on-call duty officer request, and wanted persons "hit" file.* Enters and validates data on warrants and stolen items; accesses Criminal Justice Information System databases to enter and retrieve law enforcement information; monitors and operates two-way radio to provide information and monitor status of first responders; knows location of all working units on calls for service; operates computerized radio system while monitoring, transmitting, and paging on sight radio channel; monitors alarms at the Police Department.* When necessary: monitors video surveillance points by utilizing camera system located at console, answers calls made from external call boxes and ability to open back access gate for emergency personnel.Knowledges, Skills & Other Characteristics: Knowledge of the following after the training period has ended:* Emergency dispatch practices and procedures* The road, location, and addresses of buildings and landmarks in Cochise County* The Cochise County and Cochise County's municipalities organization and servicesSkill in or Ability to:* Communicating, using telephone and two-way radio equipment.* Evaluating emergency calls and determining appropriate level of response needed.* Remain calm and function appropriately during emergency situations and communicating with persons in varying degrees of hysteria.* Establishing and maintaining effective working relationships with emergency personnel, other government personnel, outside law enforcement agencies, and the general public.* Working in a multi-tasking environment, subject to quick-changing priorities.* Speaking clearly and in listening.* Negotiating.* Using computer terminals and keyboarding at 40 words per minute.* Receiving and applying feedback* Exercise good judgment when direct supervision is not available* Assessing routine and complex problems* Ability to follow verbal and written instruction* Ability to provide instruction to callers/peers/co-workersQualifications: QUALIFICATIONS: PUBLIC SAFETY DISPATCHER* High School Diploma or GED equivalent.* Experience equivalent to one (1) year office support work including computer literacy.* A 40 WPM typing certification.* A SEACOM applicant Background Questionnaire required.Typing Certifications:All applicants must submit an original 40 net words per minute typing certification to The City of Sierra Vista Human Resources Department, 1011 N. Coronado Drive, Sierra Vista, AZ 85635 on or before their respective test date. Failure to do so will result in not being allowed to test. Certification must not be older than 6 months. The test must be for 5 minutes with one word per minute deducted for each error. The City of Sierra Vista does not accept internet or self administered typing certifications.In the Sierra Vista area, typing certifications are available through the Arizona @ Work (458-9309), or Cochise College Testing Center www.cochise.edu/testing. You may also obtain a typing test/certification from any other employment service organization that administers in-person timed certified typing exams.The City will not accept internet or self administered certifications. You may also obtain a typing test/certification from any other employment service organization that administers in-person timed certified typing exams.MINIMUM QUALIFICATIONS FOR PUBLIC SAFETY DISPATCHER:1.Public Safety Dispatcher candidates must be a minimum of 18 years of age.2.Candidates must possess a high school diploma or GED.3.Candidates must submit a typing certification (original required) indicating a minimum of 40 net words per minute. Certification must be obtained within the previous six months from submitting an application for employment.4.After a conditional offer of employment, candidates must pass a hearing examination as determined by an audiologist.5.Candidates must not have been convicted of a felony or any offense that would be a felony if committed in Arizona.6.Candidates must not have been convicted of a misdemeanor criminal offense involving moral turpitude in Arizona, nor in any state or federal jurisdiction, where the commission of such a criminal offense would be a misdemeanor as defined by the Arizona Revised Statutes.7.Candidates must not have been dishonorably discharged from the United States Armed Forces.8.Candidates must not have:* used marijuana within the past three (3) years,* used marijuana other than for experimentation; the use of marijuana is presumed to be greater than experimentation if the use exceeds twenty (20) times total, or exceeds five (5) times since the age of 21 years,* sold, produced, cultivated, or transported marijuana for sale.9.Candidates must not have:* used drugs other than marijuana within the past seven (7) years,* used such drugs other than for experimentation; the use of drugs is presumed to be greater than experimentation if the use exceeds five (5) times total, or exceeds one (1) time since the age of 21 years,* sold, produced, cultivated or transported for sale any such drugs.10.Candidates must not have a pattern of abuse of prescription drugs.In addition to the minimum requirements (1-10), the successful candidate must meet the established requirements of each phase in the testing process to proceed to the next phase:Written ExaminationOral Board InterviewBackground InvestigationVoice Stress Analysis ExaminationPsychological ExaminationHearing ExaminationCandidates for Public Safety Dispatcher must demonstrate that they are mentally and emotionally capable of executing the position requirements. Public Safety Dispatchers are expected to possess high moral standards, work well in a team effort setting, and possess functional verbal and written communication skills.Work Environment/Physical DemandsThe physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this position or that an employee encounters while performing the essential functions of this position.* Ability to work in a stressful environment and deal effectively with stress.* Sit for extended periods of time.
