Appointment can be made above the minimum depending upon qualifications, but is anticipated to be between the minimum and mid-range and no offer will be made beyond mid-range.Under broad policy direction from the board of directors, oversees and directs the management of all aspects of organizational operations for the Southeastern Arizona Regional Communications Center (SEACOM).FLSA: EXEMPTEssential functionsincluded in the job description may include tasks, knowledge, skills, and other characteristics. This list of tasks is illustrative only, and is not a comprehensive listing of all functions and tasks performed by positions in this class.Tasks:NATURE OF WORK: Under broad policy direction from the board of directors, oversees and directs the management of all aspects of organizational operations for the Southeastern Arizona Regional Communications Center (SEACOM).Directs the management of the full range of daily and long-term operational activities related to SEACOM's 911 Public Safety Dispatch Center through effective planning, staff management and resource allocation. Develop goals and priorities, monitor operations, and develop staffing and shift coverage models based on operational analysis, forecast and service demand trends.Effectively directs the management of the center's work group to provide reliable emergency service communications for the region.Interprets, monitors, adjusts and implements policies and procedures.Responsible for planning, organizing, developing, coordinating and directing the activities of the center.Oversees the development and administration of the departmental budget, approves expenditures, reviews financial statements and directs the management of financial operations.Effectively and professionally represents the SEACOM Board in a variety of capacities; Provides supervision and direction to the SEACOM work group.Supervises professional, paraprofessional, technical and support staff.Provides effective leadership and management in a complex and multi-faceted department.Oversees the hiring, training, evaluation and development of center staff; Assess and develop dispatch protocols, center policies and procedures to ensure efficient and effective operations; Provides direction and guidance on technical and policy issues and professional responsibilities.Directs the management of the operation of the applicable technology systems including emergency calls, radio dispatch, computer-aided Dispatch, computer telephony integration and all other hardware and software systems.Plans and directs the management of new technology implementation and equipment maintenance projects; Test communications center equipment for proper functioning and evaluate system upgrades; Monitor telephones and radio and assure that calls and messages are handled in accordance with SEACOM standards and policies.Directs center services such as records management, equipment inventory, procurement and property and space utilization.Research and investigate citizen and interorganizational complaints and effectively resolve conflicts and issues.Responsible for developing and maintaining a culture which positively supports the joint mission, vision, values and goals of member organizations.Works safely and supports the culture of workplace safety.Identify and collaborate with potential future SEACOM partners.Participates in a non-voting capacity in SEACOM Board meetings, Operations Committee meetings, and on other committees as required by the board.Provides specific recommendations to the SEACOM Board and Operations Committee as requested or needed on all matters related to the operations of the joint dispatch center.Maintains local, regional and national contacts with other professionals in the field to ensure that SEACOM has current knowledge of applicable practices and trends.TYPICAL DUTIES: (Illustrative only) Directs the management of the full range of daily and long-term operational and budgetary activities related to SEACOM's 911 Public Safety Dispatch Center through needs assessment, risk management, project evaluation, effective planning, staff management and resource allocation.Coordinates the center's work group to provide reliable emergency service communications for the region. Monitors telephones and radio communications and assures that calls and messages are handled in accordance with SEACOM standards and policies.Oversees the hiring, training, evaluation and development of center staff and supervises professional, paraprofessional, technical and support staff.Oversees the development and administration of the departmental budget and work plans; approves expenditures, reviews financial statements and directs the management of financial operations.Directs the management of the operation of the applicable technology systems including emergency calls, radio dispatch, computer-aided dispatch, computer telephony integration, and all other hardware and software systems; plans and directs the management of new technology implementation and equipment maintenance projects; tests communications center equipment for proper functioning and evaluates system upgrades.Researches and investigates citizen and interorganizational feedback and effectively resolves conflicts and issues; prepares reports and maintains appropriate records; directs center services such as records management, equipment inventory, procurement, and property and space utilization.Effectively and professionally represents the SEACOM Board in a variety of capacities; works collaboratively with numerous member stakeholders and partners; participates in a non-voting capacity in SEACOM Board meetings and on other committees as required by the board; provides specific recommendations to the SEACOM Board as requested or needed on all matters related to the operations of the joint dispatch center; provides supervision and direction to the SEACOM work group; supports initiatives which promote professional excellence and support the mission, vision, values and goals of the member organizations.Maintains local, regional and national contacts with other professionals in the field to ensure that SEACOM has current knowledge of applicable practices and trends; identifies, collaborates with potential future SEACOM partners.Knowledges, Skills & Other Characteristics:Thorough knowledge of:Principles and practices of public safety communications (police, fire and medical);Rules, regulations, and laws relating to regional communications programs;Principles and practices of management and supervision;Budget preparation and maintenance.Considerable knowledge of:Federal and State policies governing local government operations;Federal and State laws, regulations and statutes governing the management of public safety services;Rules governing the collection, storage and dissemination of criminal records and confidential information;Training techniques;Personnel administration.Considerable skill in:Managing and motivating personnel working in a high-stress environment;Compiling statistical information and preparing technical reports.Ability to:Provide effective leadership and management in a complex and multi-faceted department;Develop and maintain a culture which positively supports the joint mission, vision, values and goals of member organizations;Establish credibility and trust in the services SEACOM provides to the citizens of Cochise County;Effectively manage and direct the complex emergency communications operations and related personnel;Identify training needs and initiate appropriate training and development measures;Maintain composure under stressful situations;Provide effective customer service and deal tactfully and courteously with a diverse public;Prepare and administer a department budget;Work safely, support the culture of workplace safety and facilitate safety practices in the workplace;Follow written and verbal instruction;Communicate effectively verbally and in writing;Establish and maintain effective working relationships with employees, other agencies, and the public.In addition to the knowledge, skills and abilities listed above, the ideal candidate for this role must:Be a strong leader with good judgment;Be a professional who understands and values employees;Be collaborative and customer-service oriented.Have a high level of energy and enthusiasm.Be innovative, proactive with a "can-do" attitude;Have the highest level of personal integrity and honesty.Qualifications:A Bachelor's or Master's Degree in Public Administration, Management, Communications or a related field and at least five (5) years of relevant experience in a management capacity. Preference may be given to candidates with a Master's Degree in the above fields and to candidates with experience in managing public safety communications operations or experience in public safety management. Must possess and maintain a valid Arizona driver's license.
