Your Impact: Mission Statement The Joint Interoperability Test Command (JITC) is a dynamic, forward-leaning organization, on the cutting edge of cybersecurity, DevSecOps, cloud computing, big data analysis, and other advanced technologies. JITC is the Department of Defense's Joint Interoperability Certifier and the only non-service operational test agency for information technology and national security systems. As a member of the Jacobs team at JITC, your expertise and skill will support risk-based test, evaluation and certification services, ensuring the C4ISR systems scheduled for fielding to our nation's warfighters function as designed, are fully interoperable, and support mission requirements. Job Description JITC DI2E T&E Team Lead (Contingent): We are searching for qualified candidates for this potential opening. This position is contingent upon contract award. Jacobs Technology is looking for an Intelligence System Analyst (ISA)-Principal. The ISA-Principal should have recent and cumulative experience with DoD intelligence, networking and automation systems, as well as planning and testing experience to support the planning, coordination, synchronization, managing, execution, and result analysis of Distributed Common Ground System (DCGS) Enterprise known as the Common Data Fabric. Candidate should have excellent writing and briefing capabilities. Experience in technical operation of DCGS system interfaces and knowledge of intelligence/ISR systems is desired. Performs analytical work in support of testing and evaluation of Department of Defense (DoD) information technology (IT) systems and software related to Intelligence, Surveillance, and Reconnaissance . Testing and evaluation (T&E) areas include developmental, operational, standards conformance, and interoperability. Incorporates DoD and Intelligence Community interoperability directives and instructions in T&E processes. An Intelligence System Analyst applies common T&E practices that include identification of capability requirements, meeting stakeholder needs, development of testing and evaluation approaches, development of data collection strategies, authenticate and validate data, and reporting clear and understandable results, and provide actionable recommendations to improve the operational effectiveness of system tested. Reviews, analyzes, and evaluates IT system operations. Reviews and analyzes schematics, and technical drawings, diagrams, and specifications. Must be able to review, analyze, and interpret government representatives' needs. Solicits intelligence system requirements and associated operational environments to produce an evaluation approach that supports T&E objectives. Shares and briefs T&E project milestones to all levels of stakeholders. Conducts and may oversee testing of processes and products. Responsible for the design and implementation of test procedures and test networks to determine if standards and criteria are met. Recommends adjustments to the T&E processes or detailed procedures, if appropriate. Responsible for all activities involving quality assurance and compliance with applicable regulatory requirements; conducts audits and reviews/analyzes data and documentation. Relies on manual methods and automated test tools to execute the testing and evaluation activities. Inspects, tests, and measures data that is produced or consumed. Must be able to document, notify, brief, and discuss results. Records all initial findings and documents final test results in a government approved formatted formal report. Accounts for anomalies and errors found during testing and data analysis, notifies customers and management, and analyze and/or correct problems or make appropriate recommendations for a solution. Here's What You'll Need: Required Education:

  • Requires a Master's degree and at least 8 years of experience or a Bachelor's degree with at least 10 years of experience.
  • One year of experience can be substituted by 15 semester hours completed towards a Master's degree.
  • The degree must be in a relevant technical curriculum and experience must be related to the job duties. Certification:--
    • Requires at least 1 certification in area of specialization.
    • Additional certifications in the area of specialization may be substituted for 1 year of experience Required Skills:--
      • Demonstrated experience in operational testing, developmental testing, interoperability testing of DoD IT systems and software.--
      • Demonstrated experience in managing T&E events to include test planning, scheduling, coordination, daily status meetings/reports, and reporting.--
      • Demonstrated experience in compiling and analyzing test data while identifying and explaining anomalies observed during testing and data analysis in the test report.--
      • Must be expert at problem solving, identifying risk, and communicating results and recommendations.--
      • Demonstrated experience managing other testers--
      • Must be well-organized with the ability to coordinate and prioritize multiple tasks simultaneously.--
      • Excellent oral and written communication skills--
      • Must be able to interface effectively with team members at all levels of the organization and the government.--
      • Excellent analytical and critical thinking skills--
      • Experience with DCGS and/or other DoD Intelligence Systems--
      • Must be proficient in all Microsoft Office applications-- Clearance:--

          • Experience with automated data collection tools--
          • Experience with Measurement and Signature Intelligence.--
          • Experience with Evaluation Frameworks, Initial Capabilities Document, Capabilities Based Assessments, or DoD Architecture Framework products. Essential Functions:-- Physical Requirements Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required. Work Environment An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions. Equipment and Machines Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required. Attendance Core work--hours will be between--9:00 a.m. - 3:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements. Other Essential Functions Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer's locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary.
